Dr. Rashid Ahmed Bin Fahad His Excellency/Dr. Rashid Ahmed Bin Fahad Minister of Environment and Water
In 2008, His Excellency/Dr. Rashid Ahmed Mohammed Bin Fahad was appointed as minister of UAE Environment and Water. He was born in 1964 in the emirate of Dubai. In addition to his ministerial position, he has held the position of chairman of Emirates Standards Authority since 2008. His Excellency/Dr. Rashid obtained Ph. D. in civil engineering (Environment hygiene) from the University of Strathclyde, Scotland (UK) in 2001. He also holds Masters Degree (Ms. Sc.) in Ecology from the UAE University-Al Ain, where he graduated in 1994. In addition, he holds bachelor degree (B. Sc.) in chemical engineering from North Eastern University, Boston-USA in, where he graduated in 1989.

His Excellency/Dr. Rashid Ahmed Mohammed Bin Fahad has already held the positions below:
1. Secretary General for GCC Standardization Authority-Riyadh (KSA) from 2004 to 2008.
2. Deputy Chairman of Emirates Authority for Standardization & Metrology Cooperation (ESMA) from 2005-2008.
3. Deputy General Manager of Emirates Authority for Standardization & Metrology Cooperation (ESMA) from 2003 to 2004.
4. President ofFood and Environment Lab-Dubai Central Lab Department-Dubai Municipality from 1997 to 2003.
5. Operations Manager-Dubai Municipality from 1989 to 1997.

In addition, His Excellency is also a member of Zayed International Award for Environment and board member of American Society for Testing and Materials (ASTM International).
Eng. Mohammed Saleh Badri Eng. Mohammed Saleh Badri is currently the Acting Director General of the Emirates Authority for Standardization and Metrology – the UAE's sole National Standards Body and is responsible for formulation of policies, strategies, and management of the Technical Operations of the Emirates National Accreditation Scheme, Emirates Quality Mark (Product Certification Scheme), Metrology, UAE Standards Development, and Emirates Conformity Assessment Scheme. He is the president of UAE’s IEC National Committee (international Electrotechnical Commission organization who develop international standard and run worldwide Electrical Equipment Certification Scheme). He has served as the representative of UAE in the ISO Council for the term of 2009-2010.

He has a wide experience in leadership, management, and technical having worked with the Dubai Municipality for 17 years responsible for formulation and managing technical lab such as Electrical Appliances Testing laboratory, Gems and Precious Metal Testing laboratory, Toys and Textile Testing Laboratory, Cosmetics Testing Laboratory and the Calibration and Metrology Laboratory fully complying with international standards. He was responsible for establishment and managing Accreditation scheme as per international requirement, and hold the position of Director of the Dubai Accreditation Center. Other positions he held in Dubai Municipality includes Quality Coordinator of the Dubai Central Laboratory and as the head of the Inspection and Certification Section. He was also credited for the ISO 9001 Certification of Dubai Central laboratory. His leadership also leads to the implementation of the precious metal's Hallmarking system in Dubai that is considered as the first in UAE.

Mr. Badri’s many accomplishments includes the development of the Emirates Product Certification Scheme, development of the UAE's Accreditation Scheme in ESMA, development of GCC Accreditation scheme, development of GCC Certification Scheme (Gulf CE Marking scheme), and initiated the Registration of Electrical Appliances in UAE.

Because of his Leadership and Management skills he was a recipient of several awards under the Dubai Government Excellence Award both as a Manager, Technical Person and as an Employee. He has successfully completed the UAE Leadership program for CEO’s

Mr. Badri who likes reading, driving, and football is an Electrical Engineer who graduated from the University of Colorado at Denver, USA.
Dr Hiromichi Fujisawa Dr Hiromichi Fujisawa, IEC Vice President.
Hiromichi Fujisawa is Vice President of IEC, International Electrotechnical Commission, based in Geneva, Switzerland, and Chairman of IEC Conformity Assessment Board since 2009. At Hitachi, Tokyo, Japan, he is Corporate Chief Scientist of Research Development Group of Hitachi, Ltd., and also an advisor to the International Standardization Office of Hitachi since 2003. His research career has been in the area of pattern recognition and information retrieval as applied to document recognition and analysis. Dr. Fujisawa is Life Fellow of the IEEE (Institute of Electrical and Electronics Engineers), Fellow of IAPR (International Association for Pattern Recognition), and Fellow of the IEICE (Institute of Electronics, Information and Communication Engineers, Japan). He received the Doctor of Engineering degree in Electrical Engineering from Waseda University, Tokyo, in 1975.
Kerry McManama Mr Kerry McManama, IECEx Chairman
Kerry McManama is an Electrical Engineer and has been with Underwriters Laboratories (UL), an international Certification Body, for almost 20 years. He is the Director and General Manager of UL’s Global Hazardous Locations business, with operations in North America, Europe, Brazil and Asia. Mr. McManama is also the Chairman of the IECEx System and had previously been Chairman of the US National Committee of the IECEx Scheme, and the Chairman of the IECEx Test and Assessment Group (ExTAG). He has also participated on a number of International Electrotechnical Commission (IEC) Working Groups and Maintenance Teams. He has authored a number of papers and presentations given around the world and has been in his current position for more than 8 years.
Alexander Zalogin Dr.Sc.(Tech.) Alexander S. Zalogin, IECEx Vice Chairman
Alexander S. Zalogin was born on February 05, 1963. In 1985 he graduated from Donetsk Polytechnic Institute as an electrical engineer. From 1985 to 1996 he worked in MakNII (Research Institute on Safety in the Mining Industry) in Makeevka as a research worker and then a senior research worker. In 1996 he joined Skochinsky Institute of Mining (Lyubertsy, Moscow region) where he worked as Head of Laboratory and then Head of Department of Electrification of Mines.

From 1997 to 2009 Alexander S. Zalogin was the Managing Director of Certification Centre of explosion-proof and mine electrical equipment (NANIO CCVE), and since 2009 he is the General Director of NANIO CCVE. He is the Chairman of the Russian Technical Committee for Standardization TC 403 «Equipment for explosive atmospheres (Ех-equipment)», expert in industrial safety and certification of Ex-equipment in the GOST R Certification System. He is also an Assessor in the IEC System for Certification to Standards relating to Equipment for use in Explosive Atmospheres (IECEx System).

As an IECEx assessor Alexander Zalogin takes part in the assessment of certification bodies and laboratories candidates for the acceptance in the IECEx System. He is a member of Working Groups ExMCWG04 Technical Reference Group for Assessment of ExCBs and ExTLs and ExTAGWG11 Material Data. He is the convener of ТC 31 AHG 34 «Very low temperatures”, a member of MT 60079-11 and SC 31G AHG 3 «Spark Test Apparatus».

Alexander S. Zalogin has participated in the preparation of Russian National Standards on electrical equipment for use in explosive atmospheres (GOST R 51330, 52350 and GOST R IEC 60079 series) and “Rules of certification of electrical equipment for explosive atmospheres". He is involved in the development of Customs Union’s «Technical regulations on equipment intended for use in explosive atmospheres».

In 2011 he was elected as Vice-Chairman of the IEC System for Certification to Standards relating to Equipment for use in Explosive Atmospheres (IECEx System).

Alexander S. Zalogin is the author of 50 papers. His research is focused on assessment and testing of explosion-proof electrical equipment.
 
Chris Agius Chris Agius is Executive Secretary of IECEx holding the Secretariat position since the system began some 15 years ago.
He has a long standing involvement in the development of National and International Standards and Certification systems. He held various key positions within the Standards Australia Group including those associated with the development and management of Product and Service related certification schemes, including the AUSEx and ANZEx Schemes and the IECEx System.
Chris has qualifications and experience in Electrical Engineering with experience in Ex installations and Engineering testing and investigation and is a long standing Registered ISO 9001 Quality Systems Auditor and an IECEx Lead Assessor. In addition, Chris is also Executive Secretary of the IEC Conformity Assessment System for Quality Manufacture of electronic components, IECQ and Convener of a new IEC CAB Expert Working Group developing an International Conformity Assessment System covering Equipment and Installations associated with the Marine Energy industry and Secretary for a similar Group for the Wind Turbine Industry.
John Allen John Allen graduated from UMIST in 1970 with a B Sc in Electrical Engineering & Electronics. He worked as a DC & AC rotating machine design engineer for 15 years followed by 3 years in diesel gen-set manufacturing before working in the service industry. He has managed service facilities including a HV formed coil manufacturing facilities from 1988 – 1994 and over the last 12 years has been active in the re-design of hydro-generators. He has been Technical Director of Sulzer Dowding & Mills since 1998.
He is a member of BSI GEL 31 and the IEC TC31J maintenance team for IEC60079-19. He has represented EASA at IECEx since 2003 and is Vice Chairman of the CoPC Committee & a member of IECEx ExMC WG10 (Service Facility) working group committee. He has been Technical Adviser for EASA Region 9 since 1998 and on the EASA Technical Committee in St Louis since 2002.
 
Dr. Thorsten Arnhold Dr. Thorsten Arnhold (1961) studied electronics at the Technical University of Dresden. He made his Dr. - Ing. (equivalent to PhD) at the same University with the development of technologies for hybrid integrated circuits.
After some years as Quality manager at Commodore Computers in Braunschweig he enters the company R. STAHL, a world leading company for explosion protected electrical equipment.
In this company Dr. Arnhold has had different functions: he was responsible for the Quality Management and the Design- and the Marketing Department. Since 2002 he is the Vice President for Product Management and Marketing.
Dr. Arnhold has a Diploma of Marketing from the St. Galen Business School and is a teacher for marketing at the Jena University of Applied Science.
He is member of different IEC standard maintenance teams and is the chairman of the German IECEx - organization.

Thierry Houeix Thierry Houeix joined the Electrical Safety & Certification Department of INERIS in 1995. Twelve years later, he joined the INERIS Certification Management and became Certification Officer and Technical Advisor of all Ex Certification Schemes (ATEX, IECEx, Saqr-ATEX and Ism-ATEX).
In addition, he has in charge the following of ATEX Directives, IECEx system, Ex standardisation and relationship with International Testing Laboratories and Certification Bodies.
He is Vice-Chairman of the European Notified Body group (ExNB) since four years.
Regarding the standardisation, he is Chairman of the French TC31 and member of many IEC TC 31 Maintenance Team. He was also the Project Leader of the first ISO/IEC standard in the Explosive Atmosphere field, the ISO/IEC 80079-34 dealing with Quality System for Ex Equipment manufacture. Last year, for his active contribution he received the IEC 1906 Award. Today, he is in charge of the new ISO standard regarding Non-electrical equipment.
Regarding IECEx System, last year he became IECEx Leader Assessor for all the four schemes.
Lorenza Jachia Lorenza Jachia holds a Masters Degree from the Graduate Institute for International Studies (Geneva) and a Bachelors degree from Bocconi University (Milan). She has been working at the United Nations since 1995, at first in the United Nations Conference on Trade and Development (UNCTAD) and then in the United Nations Economic Commission for Europe (UNECE).
A trade economist, she has provided training and advisory services to negotiators of free trade area agreements and published several articles on this topic. Her research interests have more recently focused on the deep aspects of economic integration, in particular overcoming technical barriers to trade through regulatory cooperation and approximation of technical regulations.
Since April 2008, she is the Secretary of the UNECE Working Party on “Regulatory Cooperation and Standardization Policies”, which develops recommendations and best practice in technical regulations, standardization, conformity assessment and market surveillance. In this capacity, she is striving for increased cooperation between the United Nations and standardization and conformity assessment bodies. Recent topic she has been working on include: how risk management tools – including traceability solutions - can be used as the basis for the design of regulatory systems and regulatory action, and the contribution of standardization to sustainable development.
Dr.rer.nat. Gerold Klotz-Engmann Dr.rer.nat. Gerold Klotz-Engmann has studied Physics at Technische Hochschule Darmstadt/Germany und performed his PhD in 1989 in nuclear Physics. In 1990 he started in Industry and managed the department for fundamental sensor development at Endress+Hauser GmbH+Co. in Germany. Since 1993 he was head of the department product safety and today is responsible for product- and plant safety at Endress+Hauser globally. For many years he is engaged in various national and international standardisation bodies (DKE, CENELEC, IEC, ISA) and manufacturer associations. (ZVEI, Orgalime) and is convenor of several working groups.

Patrick Leroux Patrick Leroux got his degree in electrical engineering in Paris in 1967.
Before getting involved in the petrochemical industry as a lead engineer, Patrick was in charge of electrical studies for a large iron and steel plant in Algeria.
He joined TOTAL,oil company, in 1979 and became after a few years Head of the electrical department in the Exploration/Production branch.
He was in charge of onshore and offshore projects from pre-project stage up to commissioning, was involved in research and development activities (subsea motors,etc..) as well as in many training activities for more than 25 years.
Patrick Leroux retired in 2006 and has become a consultant for TOTAL.
He is at present Chairman of the Petroleum and Chemical Industry Committee for Europe (PCIC-Europe), an international association that organizes conferences on a yearly basis to address electrical matters in the petroleum industry.
Patrick Leroux is still involved in training activities mainly with the French Institute of Petroleum (IFP).
Patrick Leroux is also currently involved in several IECEx working groups.
Jim Munro Jim Munro holds the position of Managing Director of Jim Munro International Compliance Pty Limited. He has been involved in the field of explosion-protected equipment (Ex equipment) since 1979 at the national and international level. Current international roles include:
- Chairman of International Electrotechnical Commission (IEC) Committee TC 31, Equipment for Explosive Atmospheres since 1998
- Chairman of the IECEx Scheme Panel of Assessors
In the past seven years he has worked in over 20 countries. He provides consultancy and auditing services to manufacturers, users, and testing and certification bodies.
Karel Neleman Karel Neleman has more than 20 years active experience dealing with electrical explosion safety. Graduated with a Bachelor of Electrical- and Electronic Engineering at the University of Professional Education of Rotterdam in 1989.
Since 1990 he has worked for BARTEC where he commenced as Sales Engineer for Explosion Proof Electrical Equipment.
Founded an international, successful, control panel and switchgear building division with an ATEX Production Quality Assessment Notification and IECEx Quality Approval Report within BARTEC.
Karel is an involved member within:
• Dutch standardization committee NEC 31 (since 1999)
• Author for PCIC Europe (Amsterdam 2006, Weimar 2008 and Barcelona 2009)
• Member of SC31J/MT60079-14 (since 2008)

As a sideline job, he is also a teacher for BARTEC Safety Academy and Reed Business Studies, training for explosion protection based on IECEx05.
Gerhard Schwarz Gerhard Schwarz, Cooper Crouse Hinds GmbH, Germany
Gerhard Schwarz is responsible for R & D Explosion protected light and switchgear in Cooper Crouse Hinds GmbH and also responsible for the worldwide certification of hazardous area products. Mr. Schwarz is also involved in numerous IEC standards committees for electrical equipment used in hazardous areas. He is Chairman of the German committee (Electrical apparatus for use in hazardous areas). Head of the German delegation in IEC TC 31. Member of international TC 31 working groups and maintenance teams, General Requirements IEC 60079-0, Flameproof Enclosures IEC 60079-1, Increased Safety IEC 60079-7, Non-Sparking IEC 60079-15, Electrical Installations in Hazardous Areas IEC 60079-14, and Convener of the IEC Maintenance Team on Encapsulation IEC 60079-18.
Ron Sinclair Ron Sinclair has been active in the certification of equipment for use in Hazardous atmospheres since 1975, always based in Buxton in the UK, initially as part of the Health and Safety Executive (where he became Technical Director for the Certification Service) then as Managing Director of Baseefa when the activity moved to the private sector. He is chair of both the British and European Standards Committees for Electrical Ex Equipment and was recently re-elected as chair of the Test and Assessment Group (ExTAG) of the IECEx international Certification Scheme. He is a vice-chair of the European Ex Notified Bodies Group. Last year he was awarded an MBE for services to certification and standardisation, as well as receiving the HazardEx Personal Contribution Award. In order to facilitate the growth of the Baseefa business, he and his colleagues have recently completed a sale of the business to the SGS Group to enable worldwide reach, with Buxton being the centre of excellence for Ex of the entire SGS Group.
Trond Sollie Trond Sollie, Senior Vice President for international Cooperation in Nemko Group,
Mr. Trond Sollie (born 1946) has a degree in Naval Architecture/Marine Engineering from University of Strathclyde, Glasgow, Scotland, UK in 1971. He has more than 30 years experience in conformity assessment activities within different industrial sectors.
As an employee of DnV (Det Norske Veritas) 1972-87, been manager for departments and projects related to oil & gas and other industries in Europe, North America, Far East, Middle East and Africa, and periodically been stationed in these regions.
When employed by Nemko in 1987, he became central in the transformation of Nemko to become a competitive international testing and certification body, and later been instrumental in developing the successful Nemko Direct programs for global market access of clients' products.
He is presently also chairman of the board of NEK (the Norwegian electrotechnical standards organisation), and represents Nemko/Norway in different forums on European- and international levels concerning IEC and CELELEC, as well as holding central positions within the international IECEE/CB scheme and the European certification schemes for electrical products.
Peter Thurnherr Peter Thurnherr, thuba Ltd., Switzerland
Born in 1950, studied mechanical engineering, electrical engineering and business administration in Basel, B.Sc. diploma. The company, which was founded in 1932, has been manufacturing explosion-proof electrical apparatus since 1955. In full charge of the company since 1977.
Field of work: design and production of electrical apparatus for gas and dust explosive atmospheres in all types of protection. Certified ServIEC Facilities in accordance to IECEx. In addition to production, many years experience in the design, selection, erection and inspection (accredited inspection body) of electrical installations. Chairman of Technical Committee TC 31 in Switzerland, member of international TC 31 working groups and maintenance teams, General Requirements IEC 60079-0, Increased Safety IEC 60079-7, Non-Sparking IEC 60079-15, Risk of Ignition of Optical Radiation IEC 60079-28, Trace Heating IEC 60079-30, Inspection and Maintenance IEC 60079-17, and Convenor of Electrical Installations in Hazardous Areas IEC 60079-14.
Ralph Wigg R. C. (Ralph) Wigg, E-x Solutions International Pty Ltd
Ralph Wigg operates his own company E-x Solutions International Pty Ltd providing services to the Hazardous Area Industries as a Compliance Professional. His background is in Electrical Power Engineering having over 50 years experience with an involvement of more than 30 years in Hazardous Area equipment gives him the ability to speak with authority on this subject.
Currently chair of several Standards Australia Hazardous Areas Committees and past chair of Committee EL014 Electrical Equipment for Hazardous Areas, and of the IEC Technical Committee SC31H for Combustible Dusts, he is dedicated making standards work for the electrical industry. The commitment to international work sees him as head Australian delegate to the TC31 Committee and a member of more than 20 Maintenance Teams & Working Groups of which he convenes four.
In addition Ralph has been active in the IECEx System from its inception and was recently appointed as Chair of the new IECEx ExPCC for the Certificate of Personnel Competence. With qualifications in both ‘Workplace Training and Assessment’ and Quality System auditing, plus his expert knowledge in Hazardous Area requirements, he is well placed to undertake this role.
Ralph was a recipient of the prestigious Standards Australia International “Standards Award” in 1997 and in 2007 had the honour of receiving the IEC “1906 award” which is given ‘to those experts who have made exceptional contributions to IEC work.’
